Can I use regular incense cones?

No: the waterfall effect needs backflow cones, which have a hollow bottom channel. Standard cones will burn but the smoke will rise normally. A starter supply of backflow cones is included.

Why isn't the smoke flowing down?

Usually a draft: moving air disperses the cool smoke before it can pour. Set the burner somewhere still, away from vents, fans, and open windows.

Is it just decorative or actually functional?
