Will it survive a car wash?

Applied properly to a clean, dry surface, yes. Vinyl bumper stickers handle automatic washes, rain, and sun for years. Failures are almost always down to the surface being waxy or damp at application rather than to the sticker itself.

Will it damage my paint when I take it off?

It can leave adhesive residue, particularly after a few years of sun exposure. Warming it gently with a hair dryer and peeling slowly helps a great deal. If you are worried about the paint, glass is the safer surface.
